PAUL W. KIM, JD, MPH

In addition to providing traditional hourly legal services, Paul primarily manages our Concierge Practice and offers outside general counsel services on a monthly basis representing and advising corporate clients with daily operational matters involving governance, employment, contract, regulatory, compliance, intellectual property, real estate, tax, litigation, and other commercial issues.

Most recently, he served as the Chief Legal Compliance & Privacy Officer for a Delaware corporation with subsidiaries that included an international medical device manufacturer with plants in Ohio and Washington and a national diagnostic provider with testing facilities in California, Florida, Maryland, and Texas. During his tenure, Paul not only represented the parent corporation and its 5 operating companies in all legal matters, including those involving FDA, CMS, OCR, and OIG requirements, but also provided guidance and strategies in all areas that affected his corporate employer and its products, business lines, personnel, and customers.

In addition to serving as outside chief legal officer, chief compliance officer, and chief privacy officer, Paul has:

  • Testified as an expert health care compliance witness on behalf of whistleblower relators in a qui tam lawsuit alleging violations of the Anti-Kickback Law that concluded in the pharmaceutical company defendant settling for over $50 million.
  • Successfully defended a medical practice against both criminal and civil investigations for alleged violations of the False Claims Act.
  • Submitted a brief on behalf of an amicus curiae that concluded with the federal appellate court reiterating the arguments in the brief and reversing the lower court’s decision against a national imaging center corporation.
  • Reviewed a third-party legal opinion and identified and corrected errors in interpretation and analysis leading to the health care system saving over $3 million.

Previously, Paul worked for a managed care organization, a state Medicaid agency, the Centers for Medicare & Medicaid Services of the US Department of Health & Human Services, and AM Law 100 law firms. In his 20 years of private practice (17 years as a partner), he established and chaired a healthcare law practice group, served as the firm’s privacy officer, and represented all types of clients in the healthcare industry.
