STEVE X. CHEN

Dr. Chen is an experienced biotechnology and intellectual property attorney who advises companies and investors across a broad range of complex legal and business matters, including intellectual property strategy, licensing and collaboration transactions, clinical and regulatory compliance, and corporate governance. He represents emerging and established life sciences companies in strategic partnerships, technology development, and cross-border operations, with a particular focus on integrating legal strategy with business objectives.

Dr. Chen currently serves as fractional General Counsel to a clinical-stage biotechnology company, where he leads legal and intellectual property initiatives supporting clinical programs, research and development, and global partnering activities. Previously, Dr. Chen served as General Counsel of a global biotechnology company, where he directed all legal functions and advised executive leadership on corporate strategy, financing transactions, intellectual property portfolio development, and regulatory compliance across the United States, Europe, and China.

Earlier in his career, Dr. Chen was a Senior Patent Attorney at a multinational conglomerate, where he counseled business units on intellectual property strategy, supported mergers and acquisitions through IP due diligence, and developed patent portfolios across a wide range of technologies. Dr. Chen began his legal career at Jones Day, where he focused on patent prosecution and strategic counseling in the areas of biotechnology, pharmaceuticals, and medical devices.

Dr. Chen is actively involved in the life sciences community and currently serves as a board member of the Chinese Biopharmaceutical Association USA, where he contributes to advancing industry collaboration, policy dialogue, and cross-border innovation internationally.
